Expensive DELTO Question

From our Ohio District newspaper, I have learned

"Delto still waiting for start up. Current plans call for the Ohio, Indiana, and Michigan districts to work together in a DELTO cluster with CONCORDIA SEMINARY IN ST. LOUIS. (my emphasis) Paperwork for Ohio District applicants was forwarded in June. It is hoped that this Distance Education porject Leading to Ordination will be operational in the next months."

Question: Why are Ohio, Indiana, and Michigan in this project? We have a seminary in our own backyard-- Fort Wayne.

Question: Why are Ohio, Indiana, and Michigan districts working with St. Louis instead of our Fort Wayne Seminary?

How should the people of our church respond to this issue?

Ed. Is there some political or theological reason for these Districts to bypass Ft. Wayne Seminary to work with St. Louis instead?

Wouldn't it be less expensive for these Districts to pay the expenses of those prospects for the DELTO project to go to the Ft. Wayne Seminary and become real pastors, instead of "90 day wonders?"

Is Synod creating another level of bureaucrats to administer the DELTO program? If not now, then later? We all know how these things grow.
